Current process for Signing on and off

First of all, know what country which you will be signing on/ off, different country got their own regulations.

For the Case of signing on in Japan,

• “As of Sep 1^st, it would be mandatory required for crews (who travel from target areas) to have a PCR test result (taken 72 hours prior their plane boarding), when they arrives JP airports. Sample as attached.
• Also, among one crew batch, even in case one crew being detected with positive result, as long as the others have negative result (upon their arrival JP airport), then other crews can still join vessel.”

• Do we need to SHN/ Swap test prior joining? – SHN- not mentioned, Swap test- Yes.
• Who is paying Swap test when returning? Government no longer paying. Ask your company.

Singaporeans and PRs who had left Singapore before the prevailing travel advisory was issued on 27 March 2020, and who may be returning will be allowed a grace period, with the cost of the COVID-19 tests waived if they return and enter Singapore by 31 August 2020.

Current process for signing off / on in SINGAPORE

• Base on Singapore crew change guidebook V4 dated 4/9/2020
• For foreign flag vessel, crew change only allowed when in SG for cargo operation/ bunkering/marine service.
• MPA to priorities SG flagged vessel

SIGNING OFF

SG accept sign off for applications made at least 14 days in advance.

1. Finish contract
2. Additional crew not required under minimum manning
3. Change of crew due to managmenet change
4. Personal not part of ship
5. Compassionate ground / Medical unfit.

SIGNING ON

• Crew from specific low risk countries ( brunei & new Zealand) no need serve SHN before departure from home country to SG
• China ,Australia, macao, china, Taiwan Vietnam,Malaysia. Must serve 7 days SHN in origin country
• Covid test via PCR method not more than 2 days before leaving country of origin.
• Crew to join ship not more than 2 days before ship departure
