CHIEF OFFICER INTERVIEW FOR BULK/MULTI-PURPOSE VESSEL
1. CANDIDATE INFORMATION
– Self introduction (if requested)2. GENERAL KNOWLEDGE ON ROLE AND RESPONSIBILITY
A) Duties and responsibilities:
– Awareness and understanding
– Crew management
i) Large difference between 2/O and C/O when it comes to man-management. What’s the MLC Work/Rest hours?
Ans: Any 7 days rest 10 hours/day, minimum 70 hours in 1 week, rest periods can be divided maximum into 2 periods and 1 period is minimum 6 hours.
– Sample scenario: Bosun said he’s too tired after OT, he doesn’t want to wash cargo hold within 9 hours.
Ans: Arrange for rotation, and can arrange for MLC exemptions due to operational needs. Need to arrange compensatory rest afterwards.
– Administrative management
– Regulations and policies (ISM, ISPS, MARPOL etc)
i) Cargo wash water pumping out procedure?
Ans: Chemist needs to test and issue approval cert before cargo wash water is allowed to be pumped out.
– Vessel PMSB) GENERAL KNOWLEDGE
i) If hatch covers are unable to seal properly and carrying grains, what must you check?
Ans: Sealing rubber, shims, ventilation, watertight, sealing rubber, check bilge well empty and suction is good, no backflow through non-return valve, channels are clean and swept, drain pipe is clear and non-return working.
ii) What to prepare before going to port with high possibility of pilferage?
Ans: Raise security *measures* to level 2. Secure all brass couplings on deck,
Sample: Real fire onboard, ship left Indonesia 2 weeks ago but all fire hoses etc. have not been placed back and crew do not know current location of the FFA equipment.
iii) How many men needed to shift pontoons?
Ans: 1 crane driver, 1 person handle hook, 1 person signal man, 1 duty officer as safety officer.
iv) Do you have experience with National Cargo Bureau form for grain loading?
v) Where/how do you check if you can load specific type of cargo, in specific locations?
Ans: Statement of Carriage for Dangerous Goods.
vi) Operation vs Maintenance: Operations ask for inventory of items, Technical ask for maintenance of deck. How do you prioritise?
Ans: Depends on voyage plan, prioritise at different times.
vii) If you have dispute with draft surveyor, how to handle?
Ans: Don’t argue too much, lose 1 point is still okay if you win 5 points.
viii) After washing is completed, how to prepare cargo hold for loading?
Ans: Double check any cargo residue remaining, check bottom of hold for corrosion.C) SAFETY AND SAFE OPERATIONS
Shipboard safety and requirements (work permits and procedures)
i) Enclosed space entry procedure.
Ans: Risk assessment (severity x probability = risk rating – additional controls = final risk rating) *Severity cannot change. Likelihood can be reduced.*
ii) Hot work permit. What are the control measures needed?
Ans: E.g. Prepare FFA (e.g. portable extinguisher) in vicinity, housekeeping.
– Detection and extinguishing
– Fixed firefighting: Types and procedures/smoke detectors
– Crew safety and culture
– Risk assessment
ii) How to prepare for lifeboat lowering?
Ans: Toolbox meeting, proper PPE, get office’ permission to lower lifeboat. Lower to water, prepare embarkation ladder, safety harness + all PPE such as lifejacket.
iii) How to control spread of Covid-19?
Ans: Master will ask agent for list of stevedores and their vaccination status. Use that list to check at gangway.D) EMERGENCIES AND ACCIDENTS
i) Actions to take when cargo hold fire at sea?
Ans: Raise alarm, boundary cooling, check severity and release CO2 if necessary.E) ENVIRONMENTAL AND POLLUTION PREVENTION
– OWS Rules and Regulations
– Incinerator and Engine Room Garbage Management
i) Who signs the incineration entry in GRB?
Ans: C/O and officer-in-charge
– Cargo tanks bilges/sewage/ballasting
– Ballast Management System
ii) What to do if monthly garbage amount exceeds the target? What to do?End the interview with any questions from interviewee to interviewer. 🙂
