What is the first impression of the ship upon going up the gangway. Are the security measures in place? This will be the observation for ISPS.1) Master’s office; Certificates and documents
Inspection starts at master’s office to confirm vessel have all appropriate Salutatory certificates.
Servicing certificates for firefighting and lifesaving equipment, Radio equipment such as Gryo compass( insert future link ), X and S band Radar(insert future link), Magnetic compass to be up to date.
These are the conditions for the validity for one of the salutatory cert; Cargo ship safety equipment certificate FORM E.
Appropriate manuals and booklets are onboard and up to date

- Garbage record book, Oil record book , Ozone record book
- Life saving appliances and fire safety training manuals

2) Bridge;
- Nautical publications ;Latest publications are onboard for IMO publications and flag administration regulations
- Charts; Charts including tide table, up to date. Electronic charts should display the information system. ECDIS ( electronic chart display and information systems) (Future Link)
- Passage Plans ; Voyage passage plans correctly documented
- Lights, shapes, sounds signals ;List of lights, international code of signals and table of lifesaving signals is legible and signal lamp in good working condition, has been tested in both emergency power supply and battery power.Lights are installed in correct location based on COLREG 1972, Port and starboard lights screens painted matte black
- Magnetic and Gyro compass
Magnetic compass adjusted for working condition, Deviation card is updated. No excessive deviation errors, Compass is free of air bubbles. Running hours of the Magnetron, Last changed date.
Lifeboat/ Rescue boat compass in good working order, Gryo compass is operational and error book is maintained.
- GMDSS(Global maritime distress signaling system), EPIRB(Emergency position indicating radio beacon) , AIS ( Automatic identification system ) , VDR (Voyage Data recorder )
- Radio is in good working condition, serviced and tested by a recognized radio technician.
- Epirb(emergency position indicating radio beacon) is in proper working condition, programmed correctly and battery expiry date displayed
- AIS (automatic identification system) is properly programmed and operational
- VDR(voyage data recorder) annual performance test certificate is onboard
- SART( Search and rescue radar Transponder )
Radar transponder in proper location, operationally tested and expiration of date of batteries confirmed
- Radars (X-band / S-band ), Echo sounder and Ecdis ( Electronic Chart display information system)
Radar and echo sounder in proper working condition
Ecdis audible alarm fully functional
- Bridge navigational watch alarm system ( BNWAS)
BNWAS demonstrated that system is protected by pass code
- Battery Room
To be inspected for cleanliness and proper ventilation
Battery room equipment present and in good condition
- Pyrotechnics
Equipment are not expired and number onboard correct.
3) Accommodation;
- Firefighting equipment
- Fire, smoke and heat detectors have been tested for proper operation
- Fire detection panal displays no faults
- Fire stations equipment properly secured
- Fire hoses not leaking and checked for dry rot
- Fire hose are of correct length and diameter for location (15m,20m )
- Portable and fixed firefighting system have been service as required extinguisher mark with date of servicing
- Fixed firefighting system have been serviced and do not have loose hoses, and system has been reactivated
- Fire line isolating valve between the engine room and deck has been tested and is working properly.
- Foam system have fitting had analysis taken and operation ready (if fitted)
- Fixed water spray system valves alighted and ready for use
- Access to fixed co2 system (key in glass box) to be available
- Fire control plans
- Fire control plans up to date and correct imo marking and symbol
- Emergency control station are clean and proper.
- Remote and quick closing devices are in good operating order
- Life jacket with lights and whistles; Correct number and location shown on safety plan and located onboard
- Cable Penetrations; Cable penetrations in accommodation bulkhead are effectively sealed)
3)Cargo Area
- Liferaft
- Liferaft have been serviced by approved service company. ( yearly serviced, normally exchanged with new at convenient port) ( CSM etc)
- Liferaft hydrostatic releases are correctly connected and have valid service certificate
- Liferaft properly secured. Launching arrangement are in good condition with no obstructions for float free operation.
- Lifesaving Equipment –Lifebuoy; correct number is identified and legible vessel marking.
- Hatch Covers and weathertight Closing appliances
- Hatchcovers and weather tight closing appliance in working condition, have check for missing or damage gasket, Cleats,wedges and securing device.
- Lifeboats/ Rescue Boat
- Structure( hull integrity, seats/thwarts,flooring, releasing hook connections to boat, releasing gear,tiller/ gudgeons) have been checked for proper maintenance with no waste or rot
- Engine is in good working condition and has been operationally tested, fuel tank is full
- Lifeboat equipment has check for proper quantity, expiration date and condition
- Lifeboat/ rescue boat painter is connected
- Lifeboat/ rescue boat have been lowered as per schedule and released from hook to confirm release mechanism
- Required interior equipment accounted for
- Lifeboat seat belt contrasting color
- Lifeboat window at helmsman position has clear visibility
4)Main Deck
- Lifeboat and liferaft davit
- davits are in good working condition and operationally tested
- davit checked for wastage,proper hositing / lowering and brake function
- wire have been serviced and changed out as necessary
- Limit switch and winches have been tested
- Launching instructions are clearly posted, located in way of emergency lighting
- Deck ;Excessive corrosion, cracking, buckling, Handrail are intact and according to load line regulation
- Air pipe and ventilators, Air vents and closure device check for wastage, Closure device have been opened and flame screen checked
- Shore connections ; international Shore connections is onboard, Electrical shore connections have proper connection and functioning & Marpol I (oil) and IV (sewage) standard discharge connections have proper fittings, are marked and have proper intact drip coamings
- Accommodation Ladder
- Free from any defects ( fractured steps, side ropes) Gangway safety net has been properly prepared and correctly rigged
- Vessel Access
- Gangway log book entries maintained and up to date
- Areas with restricted access clearly marked and locked
- Load Line – Draft Marks
- Port and starboard line marks checked and confirmed clearly visible
- Draft marks clear to read.
5) Engine Room
1) Main and emergency fire pump
- Main and emergency fire pump in proper working condition, gauges are operational, priming pump functioning, remote starting is operational, and pumps are capable of taking sea suction and maintaining proper line pressure.
- Operating instructions posted in plain view
- Visual examination of fixed firefighting system nozzle
2) Machinery safety system
- Valves are free from obstruction and are in operational condition
- All machinery safety system are operational without alarm present
- All FO tank sounding pipe are closed and self closing device working correctly
3) Electrical installation
- 220v main and emergency switchboards and feeler panel are clear of any low insulation readings
- Switchboard provided with insulated matting both in front and behind
4) Cleanliness
- Excess oil leaks from engine, bilges, containment area are cleaned. The sources of any excessive oil have been rectified
- Repair damage lighting or bulbs
- Fire hydrants and hose stations are clean and in good working order
- No thermal insulation is oil soaked
- Tools and equipment are stored properly and emergency exits are clear
5) Marpol Annex I,IV,V,VI
- Sewage plant is fully functional, including aeration blowers, sight tube, alarm panel. (annex 4)
- Garbage management plan available onboard (annex 5), Garbage record book entries up to date
- Oily water separator, oil monitoring device (annex 1),Valid imo type approval certificate,Manufacturer operating manual available
- Incinerator alarms and safety devices all fully operational. (annex 6)
7) Main propulsion engine
- Components of main engine are working correctly
- Emergency control station and engine side station operating correctly
- Emergency procedures can be carried out as applicable
- No visible oil leaks
- Marpol Annex 6, sox technical file for each engine available, record book for engine parameters updated by CE
- Oily water separator equipment and 15ppm alarm operationally tested, including automatic stopping devices, alarms, piping system and gauges, found properly functioning
- Confirm no unauthorized piping or electrical modification have been made
- Verify oil record book has been filled out correctly and signed by chief engineer and master
8) Auxiliary Engines and equipment
- Auxiliary engine and attachment tested to see gauge, emergency shut down, automatic changeover and quick closing valves are operating properly
- Fuel oil leakage alarm working
- Marpol annex 6, iapp certificate and technical files for each engine available.
- No visible oil leak
10) High pressure fuel line
- High pressure fuel lines spray shields in place as required
11) Portable and fixed firefighting system
- System serviced as required and extinguisher properly marked with date of servicing
- Machinery space hose correct length (15m maximum)
- Boiler burner location provided with sand box
- Fire doors have proper closing mechanisms and not purposely open
12) Marpol Annex 6 ( incinerator )
- Valid imo type approval certificate
- Manufacturer operating manual available
- Incinerator alarms and safety devices all fully operational
13) Main and emergency fire pumps
- Main and emergency fire pump in proper working condition, gauges operational, priming pump functioning, remote starting operational, able to take suction and maintaining proper line pressure
- Operating instructions are posted in plain view
14) Steering Gear
- Steering gear has been tested and functioning properly with no hydraulic leaks
- Steering gear gryo compass repeater without deviation error
15) Emergency power
- Emergency generator operationally tested and capable of coming online automatically in 45 seconds.
- Emergency generator fuel oil tank full and quick closing valve operational
- Emergency lighting operationally tested, defective light replace
- Transitional source of power and emergency power batteries checked for proper operation
