For Singaporean citizens and PRs, it is possible to sign off and return to Singapore regardless of country of origin and travel history in last 21 days.
I would like to share about my recent experience signing off from a ship that had crew change and travel history to Sri Lanka and India in preceding 21 days before arrival Singapore.
The following is part of the email correspondence from MPA/ICA.
– Start of quotation –
We have no objection for the above Singapore Citizen/ Permanent Residents/ EP holder seafarer(s) to sign off serve the 21-day SHN at a dedicated facility subject to the following conditions:
- The ship has to declare that all the crew on board are well (via the Maritime Declaration of Health).
- The Singapore Citizen
/ Permanent Residents/ EP holder seafarer(s)would have effectively been quarantined onboard, and has not gone ashore, for the last 21 days. - The crew will go through the visual and temperature checks upon arrival at the sea checkpoints.
- The crew will only be allowed to sign off via Marina South Pier (MSP) if the vessel is at anchorage, and will undergo the On-Arrival Test (OAT) at MSP prior to immigration clearance.
- The crew will be shall be transferred directly from ICA’s Ports Crew Offices to MSP for the OAT if the crew is signing off at the container terminals. ( PPCT or Keppel)
- Payment for the OAT has to be made on the spot.
- The crew shall be escorted by the person-in-charge (PIC) appointed by the owner/agent/operator throughout the transfer.
- MPA shall be informed immediately should there be an issue in achieving the direct transfer of the crew.
- The location of the immigration pier/gate the crew will be passing through as mentioned below, which thereafter the crew will be transferred from the gazetted landing point to the SDF to serve the 21-day SHN.
- The crew should be wearing a mask at all times.
- The crew shall submit an online application at https://go.gov.sg/covid19test to take his/her mandatory Covid 19 test (payable) conducted towards the end of the SHN.

The Singaporean crew were not allowed to disembark from gangway at Jurong Port. So the ship’s agent arranged for a launch boat and we disembarked via pilot ladder and headed to Marina South Pier for immigration clearance and swab test. We showed the final letter of no objection and our passports to ICA, and received swab test on the 2nd floor of MSP. ICA arranged for transport straight from MSP to the hotel, and the swab test results was emailed to us the next day.
